Montenegro is the most advanced candidate country, with cross-party consensus on treating EU accession as strategic goal, and no significant Eurosceptic forces and public support for EU membership at around 80 percent. Montenegro has recently re-energized its European integration process, catalyzing a period of full political commitment, institutional coordination, and a clear reform agenda. The accession process has reached a phase of unprecedented, measurable progress and is on track for completion in 2026. Rule of Law: The priority

The rule of law is at the core of Montenegro's accession process. Reform efforts are directed toward strengthening judicial independence, increasing transparency, and improving the effectiveness of institutions responsible for upholding the law. Montenegro is the only candidate to have received an Interim Benchmark Assessment Report on Rule of Law chapters (IBAR) demonstrating its success in the most challenging areas for reforms.
